SYNOPSIS
Suzumiya Miki is a newbie tax collector who learns the strictness and difficulties of working through her job. Miki earned the nickname 'Gūko' at work because she often freezes up in front of her cold-hearted superior Kagami Miyabi.
REVIEW
Tokkan is a drama about tax collectors in general and Suzumiya Miki in particular. Miki just goes through the motions at her work but she has learned over time the importance of her role as a tax collector to the nation and her existence's relevance to the specific people she encounters on the job.
Miki's superior Kagami Miyabi may seem cold-hearted and mean but I'm personally very impressed with his dedication to his job as a tax collector.
Kagami Miyabi: That woman knows she's breaking the law, and our job is to punish her and make sure she doesn't do it again. So we may just be tax collectors but without the need for a warrant, we have been given strong authority. We are the last bastion for the taxpayers.
It must be quite difficult to have a job that people hate on principle. Being a tax collector is a noble job from the perspective of the nation and the people as a whole, but a tax collector is a nuisance from the perspective of the specific individuals who cannot pay their taxes.
Kagami Miyabi: Perhaps you are unaware that there are three types of tax evaders... The first type does not pay on principle. The second type does not pay because they are greedy. The third type are those who would pay but they are too poor to do so.
I don't really get what it means that some tax evaders do not pay taxes on principle but I think it is important to distinguish between people who cannot pay their taxes because they are too poor and people who do not pay taxes but could do so, and tax collectors should be more vigilant in collecting owed taxes from the latter. I'm not saying that tax collectors should excuse poor people from paying taxes but more like making allowances for them, considering their situation.
